NebuLogic is seeking a Business Analyst with Subject Matter Expert (SME) experience and hands-on expertise in city permitting, licensing, inspections, and code compliance. In this role, you will bring deep domain expertise in planning, zoning, plan review, and compliance to drive successful client engagements and project delivery.

Key Responsibilities

  • Research, review, and refine project scope, deliverables, and business requirements.
  • Involve in discussions with key stakeholders to map business processes, regulatory requirements, and operational rules.
  • Document end-to-end workflows, including reviews, approvals, inspections, exceptions, and dependencies.
  • Create and validate user stories, workflows, and acceptance criteria; support User Acceptance Testing (UAT) and system implementation.
  • Lead and contribute to both on-site and remote user training sessions.

Required Qualifications

  • 2+ years of business analysis experience within permitting, licensing, planning, or related fields.
  • Proven background working directly with U.S. cities, counties, or local government agencies (as an employee, consultant, contractor, or technology partner).
  • Demonstrated subject-matter expertise in plan reviews, zoning/land use, inspections, or code compliance.
